Major duties

Serves as Telecommunications Specialist with primary responsibilities as Senior Technician and Program Manager including local and wide area network connectivity, peripheral instruments, hardware and software. Investigates, evaluates and determines requirements and diversified system capabilities for highly complex and sophisticated communications system in support of the worldwide missions of the activities serviced. Administers Network and Telecommunications Services (NTS) voice services contractor network conferences, meetings and training. Develops and implements system policies, procedures and guidance in the form of regulations, Headquarters Staff Instructions and Standard Operating Procedures. Coordinates and participates with functional and network managers, firmware and hardware vendors, system users, ADP managers and quality assurance personnel to develop specifications... ... and modifications in transmission methods which conform to Agency implementation plans.

Qualification

To qualify for a Telecommunications Specialist, your qualifications must include: A. One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Initiates and develops long range planning for hardware and software telephone systems' modifications and upgrades, develops budgeting programming, and makes recommendations for final requirements approval and submits requirements for acquisitions Serves as a Contracting Officer Representative for DLA NTS, VOICE SERVICES telephone system hardware and software Preforms necessary telephone communication system analysis and takes required implementation action. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
