Major duties
The duties reflected are at full performance level (GS-09). For selections below full performance level, the duties will be developmental in nature. Plans work to be accomplished by subordinates, establish priorities and prepare schedules for completion of work. Provides advice and guidance on more complex/difficult matters of the military processing realm, provides instructions and guidance for operation of the automated system. Oversees subordinate Military Pay Technicians or through Lead Military Pay Technician, and oversees the accomplishment of technical work with policy, directives, regulations, and reporting requirements. Makes decisions, issues instructions and provides guidance for work performed. Performs internal personnel administration and management tasks, and certifies position descriptions, develops performance plans and prepares performance appraisals. Responsible for process improvement, through ongoing analysis of customer needs to increase productivity and quality. Gives informal training and cross-training on military pay entitlements, regulatory guidance, finance operating procedures and transactions processing.
Qualification
To be hired at the GS-08 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as reviewing and processing a wide variety of military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques. To be hired at the GS-09 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying military pay rules, procedures and operations to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay or resolving issues within the automated systems. GS-08 Time-in-Grade: Current federal employees who have held a GS-07 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered. GS-09 Time-in-Grade: Current federal employees who have held a GS-08 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements when the education is directly related to the position being filled. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Substitution of Education for Specialized Experience requirements for each grade level are listed in the Qualifications section above. To be creditable, education must have been obtained in an accredited college or university.
