This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Department of the Army Security Guard (DASG) Shift Supervisor serves at one of the two Military Ocean Terminals (MOT) in the United States. Guards at these locations must be trained in a variety of security competencies.
Major duties
Use a variety of state-of-the-art physical security equipment to protect MOT national security assets from all threats to include waterborne, vehicle-borne, rail-borne and airborne to include drone technology. Participate in antiterrorism committees and fusion cells to protect critical resources. Serve as the DASG Shift Supervisor consisting of subordinate Security Guards and Lead Security Guards who are responsible for providing security measures against theft, fire, accident, pilferage, trespass, sabotage, and espionage. Direct work for subordinate personnel to prevent or control threats, sabotage, hostage-taking, or other criminal activities. Serve as Officer of the Guard and Supervisor for guard force shift to provide maximum security measures. Conduct the inspection of posts and vehicles in all areas to ensure full compliance with security and safety measures. Distribute and balance workload among employees to maintain workflow. Perform waterside security patrols of U.S. Military and foreign ships at berth to prevent unauthorized entry. Conduct on-the-job training for employees in accordance with established policies and practices. Perform administrative actions such as writing reports and completing forms to document incidents.
Qualification

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Performing supervisory and/or leader duties in relation to the security guard force. 2) Performing human resource duties such as: conducting interviews for applicants, recommending guards for promotions and/or outstanding performance awards. 3) Patrolling restricted and limited access areas. 4) Inspecting personnel. The OPM Qualification Standard identifies examples of experience, such as work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
