You will serve as a Supervisory Safety and Occupational Health Specialist in the Compliance and Quality Department of FLEET READINESS CENTER WESTERN PACIFIC. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.***
Major duties
You will plan, organize, and administer a comprehensive safety, occupational health, industrial hygiene, and environmental management program. You will eliminate or minimize losses incurred by the command and individual employees as a result of incidents involving injuries, illnesses, property, and environmental damage in the workplace. You will serve as the command's technical advisor in the interpretation of pertinent legislation, regulations, and standards related to safety, occupational health, industrial hygiene, and environmental management programs. You will assume the lead role in the development of annual Safety, Health, and Environmental Management Program goals and objectives. You will coordinate and provide technical oversight to the implementation of the commands Safety, Health, and Environmental Management program for all assigned employees. You will ensure that safety, occupational health, industrial hygiene, and environmental concerns are taken into consideration regarding industrial activities, aviation repair and maintenance, modernization, and hazardous material compliance. You will lead the Safety, Occupational Health and Environmental (OSHE) Department by motivating assigned staff employees to complete departmental workload and tasks. You will review work products of direct employees, resolve administrative problems, and provide, find, and/or research answers to employees and other cross-organizational departmental questions. You will plan work and develop performance plans covering work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. You will conduct/oversee the performance of periodic inspections, including environmental audits of all workplaces and follows-up to ensure that abatement programs (coordinated with the host installation management) are put in place. You will conduct periodic reviews and makes written assessments to supervisors, Site Leads, and Department Heads of efforts to implement and sustain the Safety, Health, and Environmental Management Program. You will participate with managers and host installation management in reporting to the appropriate Federal, or territory regulatory officials and headquarters officials any and all environmental releases of a listed hazardous substance. You will initiate and carry out safety education activities, promoting safety awareness through safety councils, providing training courses such as traffic safety/seasonal safety, providing newsletter articles, and safety notes.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing, directing, operating and evaluating a safety, occupational health, industrial hygiene, and environmental program that may involve a wide variety of hazards encountered in a diverse industrial and aviation military organization. AND Identifying existing or potentially hazardous working conditions and unsafe and unhealthful work practices associated with command activities. AND Interpreting legislation, regulations, and standards related to safety, occupational health, industrial hygiene, and environmental management programs.
