This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Section Chief, within the M&D Branch of the Real Estate Division, with responsibility for independent planning, organizing, and directing all Section activities associated with Civil Works and Military Installations within the boundaries of the New York District.
Major duties
Plan, organize, and direct the real property activities to include budget and schedule for assigned Civil Works and Military Installations within the New York District. Provide staff assistance and technical expertise on matters pertaining to the management and disposal of real estate. Oversee compliance inspections, utilization reviews, GSA surveys, encroachments and trespass resolution, land title disputes, wildlife conservation, and industrial activities. Manage and administer outgrants (leases, licenses, easements, and permits) authorizing the use of real property. Plan, direct, coordinate, and evaluate the work of subordinates. Provide advice, counsel, or instructions to employees on technical work and administrative matters.
Qualification
Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Managing the leasing and disposal of federal real property; Leading a team assigned to execute programs and activities related to management and disposal of the federal real property; Providing technical guidance for the utilization of real property to coordinate work with local organizations, private industry and other agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
