Job summary
You will serve as a SUPERVISORY PROGRAM ANALYST in the Naval Air Warfare Center Aircraft Division, Systems Acquisition Group, and Program Management Department of NAVAIRWARCENAC DIV. The incumbent will serve as a supervisor and acquisition lead providing technical and administrative direction. The duty location of this position is Patuxent River, Maryland.
Major duties
You will be responsible for managing the planning and development of acquisition strategies, acquisition plans, ACAT milestone documentation, contracting actions, and assess effectiveness of acquisition efforts. You will coordinate the management decisions across program stakeholders synchronizing, not only the timing and messaging of the information and analysis, but also balancing the analysis to make strategic and optimized decisions. You will coordinate and synchronize stakeholder data, validate the quality of stakeholder information, and analyze the information regarding Cost/Schedule/Performance constraints. You will also provide recommendations to Program Managers on where risks lie, what issues need addressing, and how many additional resources must be requested to deliver the weapon system. You will provide leadership and advice ensuring continuity between the PMA management and the Acquisition community for all program acquisition. You will demonstrate an understanding of DoD and Navy acquisition processes for weapon systems programs, Research/Development/Test and Evaluation, procurement, Operations and Maintenance, funding, and NAVAIRSYSCOM and ASN RDA database systems. You will present ideas (both orally and in writing), apply critical thinking skills, possess a high degree of self-initiative, and have the ability to meet and effectively negotiate with people at all levels.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band (NM-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; and 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
