Major duties

Incumbent has management responsibilities for the NCTAMS LANT Base Communications Office (BCO) Accounting and Billing Division. You will oversee management and execution of the BCO yearly spending plan and provide input, analyze, and validate the BCO Department requirements during budget formulation. You will possess an advance understanding and extensive experience with Billing Information Processing System (BIPS) and Configuration Accounting Information Retrieval System (CAIRS) or equivalent systems. You will make recommendations to improve, change or adjust use of available BCO Billing Systems for process improvement, better financial accountability, and more accurate/timely analysis of BCO Billing for all customers. You will serve as Contracting Officer's Representative (COR) for specific contract(s), set of line items, or Task Orders.

Qualification

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: Experience managing personnel in accounting and billing in commercial service contracts to ensure telecommunication requests and orders meet customer requirements and are accurate with continuous monitoring of the contract award process; Experience interpreting policy and guidance related to billing and service contract management to oversee billing issues, commercial vendor invoices, customer billing/ usage validation, and use of billing systems and vendor payment compliance; Experience developing contract acquisition packages including market research, cost estimates, contract data requirements and other related acquisition documentation for timely deliverables in supporting organizational objectives.
