The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees.

Major duties

1. Plans, organizes, and directs activities ensuring that housing assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Housing Management Element objectives. Researches, interprets, analyzes and applies Air Force, MAJCOM, and base instructions, pamphlets, and directives. Establishes policies and procedures for accomplishment of housing assistance to eligible members. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. 2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 3. Participates in the administration of housing management. Conducts studies/audits and develops recommendations on current and future funding requirements, utilization of assets by organization etc., and prepares special reports. Reviews and adjusts budget regarding projected costs and actual expenditures. Monitors accountability and disbursement of funds. Monitors use of required supplies and makes recommendations on resource acquisition. Working with specialists, serves as a team member for special evaluations and local management projects. Participates in resolving a variety of housing problems by assembling facts, evaluating information, and drafting reports and answers to correspondence which can be used as a basis for recommendations, interpretations, and decisions by higher level management. Ensures established policies and guidelines are followed and that new or revised guidelines are implemented in a timely manner. 4. Coordinates activities with other units and other Civil Engineer organizations to ensure that housing assistance activities are in compliance with applicable instructions, policies, directives, etc., applicable to environmental, maintenance engineering, shops, and contract services.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, techniques, and methodology related to the occupancy and termination of government-owned accompanied and/or unaccompanied quarters; knowledge of agency housing audit or survey requirements and procedures to perform regular or periodic reviews of local housing management operations; knowledge of safety and security regulations, practices, and procedures. OR EDUCATION: Applicant has successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience described in the job opportunity announcement; however, and has at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, has a combination of experience and education. Note: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, techniques, and methodology related to the occupancy and termination of government-owned accompanied and/or unaccompanied quarters. Knowledge of agency housing audit or survey requirements and procedures to perform regular or periodic reviews of local housing management operations. Knowledge of safety and security regulations, practices, and procedures. Skill in interviewing to obtain factual information and to explain housing regulations, relocation assistance, and local procedures to applicants and residents. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
