Who may apply: Current, permanent DFAS employees in the competitive service, and current DFAS VRA employees in the local commuting area, and eligible DoD PPP Military Spouse preference applicants. This announcement covers positions located in Columbus, OH and Limestone, ME. One of the three current vacancies is eligible to be located in either Columbus, OH or Limestone, Maine. The remaining two are located in Columbus, Ohio only.

Major duties

Serves as a 2nd level supervisor (Branch/Division Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to an assigned functional area in the AP Directorate. Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures. Develops detailed recommended plans for correcting weakness and provides training and/or assistance to personnel in the Accounts Payable organization. Analyzes budget and resource activity within the immediate work area, and makes recommendations within the area that have positive impact on overall DFAS budget without negatively impacting daily area operations. Plans, manages and supervises the assigned organization and provides both technical and administrative oversight. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualification

Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-07 for GS-09 level and GS-09 for GS-11 level) in the Federal service, which demonstrates the ability to perform the duties of the position. For GS-09: Specialized experience at the GS-07 grade level is defined as: performing financial management data analysis; creating recommendations for business process improvements; and providing customer support for an automated accounting or financial management system. For GS-11: Specialized experience at the GS-09 grade level is defined as: planning, scheduling and conducting reviews and evaluations on financial management data analysis; analyzing issues or problems, selecting and applying appropriate analytical techniques and methods in order to recommend solutions or improvements to organizational functions. GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in federal Service. GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
