You will serve as a SUPERVISORY CONTACT SPECIALIST in the DoN Central Adjudication Facility of SUPERVISOR OF SHIPBUILDING BATH. Salary by Location: Bath, ME - $ 141,041 - $195,200; San Diego, CA - $142,254 - $195,200 The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. Major duties

You will plan, develop, and establish the contractual strategy for the overall, highly complex acquisition action. You will develop a pre-negotiation position, determine the types of contracts and negotiation authority to be used, and prepare justification. You will serve to functions as team leader during contract negotiations. You will coordinate with the engineering and production departments, legal counsel, audit, and subordinate activities. You will assign portions of the contract to subordinate activity contract specialists when applicable. You will direct the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation for changes, exercise of options, investigation and resolution of contractor delays. You will serve as the managerial contracting advisor to the program management office and represent the agency or department as one of the program's contractual authorities at conferences and meetings. You will use sound judgement to guide to effort of subordinates; assists them where appropriate, takes steps to prepare employees for changes in work processes or changes to the working environment.

Qualification

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector as a professional contract specialist overseeing the performance of government contracting (i.e. rules and regulations) for the analysis of cost and pricing techniques of ship construction and repair project. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
