Major duties

Plans, organizes, and directs, and controls airfield activities as Chief, Hickam Ramp Control Facility in support of flying missions, ensuring that Hickam Ramp services provided complies with legal and regulatory requirements and meet customer needs Exercises supervisory personnel management responsibilities Provides aircraft taxi advisories to assigned and transient aircraft operating on the Hickam Ramp Control Facility Monitors, plans, and coordinates facility and equipment maintenance and service requirements Represents Airfield Management/Base Operations with a variety of installation and functional area organizations

CONDITIONS OF EMPLOYMENT (CONT) Key: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling the position during an emergency are not available Drug Testing: This position has been designated by the Air Force as a Preferred Testing Designated Position (TDP) under the Air Force Civilian Testing Program as a presumptive position identified by general criteria and specific occupational series/codes. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in testing designated positions presents a clear threat to public safety and/or the mission of the Air Force and national security The incumbent will be required to work uncommon tour of duty i.e., Saturday, Sunday, Holidays, etc. and may be required to work rotating shifts and overtime. The duties of the position may require the incumbent to work under adverse environmental conditions Lautenberg Amendment does not apply to this position. 15 OSS Bird-Aircraft Strike Hazard (BASH) Program does not utilize weapons and consists of scare radio which makes yelping sounds. Due to location at international airport, United States Department of Agriculture (USDA) performs all BASH protocol. 15 OSS is responsible for contact when an abundance of wildlife is observed and raise/lower BASH call from Low to Severe and back to Low In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Knowledge of DOD, Air Force, Federal Aviation Administration, and International Civil Aviation rules, laws, regulations, instructions, and directives as they pertain to airfield planning and design criteria, aircraft operations, and airfield management. In-depth knowledge of the Bird, Aircraft Strike Hazard (BASH) and Foreign Object Damage (FOD) programs. Knowledge of safety and security regulations, practices, and procedures. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, USAF, FAA rules, laws, regulations, instructions, and directives as they pertain to ATC ground operations, practices and phraseology, aircraft operations, and AM. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the functional/operational limitations of all ATC equipment, as well as airfield lighting, weather instructions, airfield Ultra High Frequency/Very High Frequency (UHF/VHF) communications equipment, arresting systems, light gun, Enhanced Terminal Voice System (ETVS), ASDE-X, and other typical ATC type equipment as it pertains to Ramp facility services. 4. Knowledge of aircraft flight characteristics configuration, which allows for appropriate response to in-flight and ground emergencies. 5. Skill and ability to identify, analyze, advise, and translate complex information, make appropriate judgments, and evaluate options concerning Hickam Ramp facility, aircraft movements and airfield operations and maintenance. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
