Job summary

This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants. Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.

Major duties

Proven communicator: Adept at conveying complex info to diverse audiences, including senior leaders. Skilled trainer, mediator, and negotiator with excellent interpersonal and advisory abilities. Deep expertise in federal accounting, fiscal law, and DoD policies. Interprets mandates, advises on complex issues, and develops financial guidelines. Recommends improvements and implements new policies for Component-wide impact. Have direct experience providing authoritative advice to decision-makers and have examined the financial impact of complex accounting solutions to make controversial decisions or negotiate successfully with key stakeholders. Manages full performance cycle: goal setting, evaluations, discipline. Independently hires and develops employees into leaders. Excels at building high-performing teams. Oversees all financial processes for a major organization, ensuring accountability and transparency. Advises stakeholders on financial matters and policy implications. Experienced in managing department-wide financial operations.

Qualification

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for the GS-07 position is defined as: maintaining accounting or financial ledgers; posting financial transactions; collections, preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. Specialized experience for the GS-08 position is defined as: processing and auditing complex contracts and vendor pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues. Time-in-Grade for GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service. Time-in-Grade for GS-08: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
