This position is assigned to Navy Gold Star Program; Casualty Support Programs (N95); Commander, Navy Installations Command (CNIC). Casualty Support Programs are the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of wounded, ill and injured Service Members (SM) and survivors of deceased SM's. The programs fall under the Casualty Support category and include Wounded Warrior, Fisher House and Navy Gold Star.

Duties include but are not limited to: Initiates contact with surviving family members of deceased sailors, establishing cases and coordinating available services of government and non-government organizations. NGS families come from diverse racial, ethnic, religious, and socioeconomic backgrounds. Establishes plan of action and ensures comprehensive long term survivor assistance services are provided through a coordinated community response. Provides written documentation of survivor information and services provided in applicable data bases (e.g., Defense Casualty Information Processing System). Provides information and referral utilizing complete range of both government and nongovernment program services which includes the assessment and evaluation of the effectiveness of these programs. Maintains NGSP compliance with higher headquarters policy instructions to ensure proper records management and documentation. Provides recommendations through evaluation of case outcomes pertaining to NGS programming to leadership to improve overall program effectiveness. Carries out professional duties in accordance with policy and standards. Monitors services provided for long term survivor assistance, including direct survivor feedback in their respective area of responsibility (AOR). Verifies survivor eligibility for services and benefits. Performs statistical/analytical work to include collecting, computing and analyzing statistical data for effectiveness of installation outreach and education programs. Follows established regional program protocols for collection of data to include, but not limited to, number of cases received, trainings provided and personnel trained at an installation. Writes and prepares both survivor and command leadership correspondence and briefs. Maintains liaison with outside offices and organizations (e.g., Navy Command Units, Veterans Affairs, and local area agencies and organizations) advising them on long term survivor assistance programs. Coordinates with Region Navy Gold Star Coordinator (RNGSC) Area Supervisor to ensure long term survivor assistance, awareness, training and survivor advocacy is implemented according to Department of Defense (DoD) and Department of the Navy (DON) policy. Provides process improvement recommendations to management. Maintains compliance with program standards and scope of care related to long term survivor assistance. Provides requested data in support of presentations and proposals by higher-level management. Makes recommendations to RNGSC Area Supervisor for changes or improvements in methods and procedures, educational materials and resource information that should be made available for survivors. Provides accurate and up to date information in management data systems. Coordinates and collaborates with other N9 programs, government and non-government organizations in area with goal of executing remembrance events and gatherings that emphasize the importance of lost service members and their families. Prepares after action reports and captures lessons learned and best practices for both hosted and attended events; and identifies policy/procedural issues within AOR to make policy/procedural recommendations to increase response/efficiency/effectiveness. Attends periodic DoD, CNIC and regional Area trainings, meetings and working groups. Coordinates with RNGSC Area Supervisor, facilitates the development and collaboration of installation NGS public awareness campaigns to include events, outreach plans, etc. Plans and conducts outreach events, presentations, and training on subject matter related to AOR.
Qualification

A qualified candidate must possess the following: At least three years of specialized experience providing assistance and case management service to military family members A qualified candidate must also possess the following: Knowledge of military and DoD program guidance. Knowledge and understanding of DoD and DON long term survivor assistance programs and services. Knowledge of Microsoft Office Suite and Defense Casualty Information Processing System. Skill in the use of office software applications and required management data systems to enter data, prepare reports, and develop information. Skill in working with military casualty or bereaved families of fallen service members. Skill in collecting, organizing, and analyzing data from various resources, to include statistical studies and surveys. Skill in providing assessment of survivor needs and referral of survivors to appropriate resources. Ability to understand, be sensitive to, and have empathy for survivors. Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds. Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Ability to work cooperatively with military and civilian organizations on behalf of survivors. Ability to identify needs, trends, and performance measures to evaluate program effectiveness and provide recommendations for process improvements. Ability to use data management and reporting systems to collect and organize data drawn from databases. Ability to compose written reports and material clearly, concisely, and effectively. Ability to develop and effectively deliver presentations and/or training. Ability to maintain professional boundaries and ethics to the highest extent and use extreme caution when interacting with survivors. Ability to communicate effectively both orally and in writing.
Education
This position does not have a positive education requirement.
