Major duties
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a OPERATIONS RESEARCH ANALYST at the NH-1515-4 some of your typical work assignments may include: Performs a broad range of operations research analyses assignments for unique data problems requiring creativity, innovative use of techniques, advanced approaches, and/or new technologies. Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives. Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned data projects, studies, or problems. Evaluates impacts of new technologies on current systems and policies and provides conclusions and recommendations that have a major impact on decisions regarding requirements definition, planning and acquisition of major upgrades, and new system capabilities.
Qualification
You may qualify at the NH 04 , if you fulfill the following qualifications: A. You meet the Individual Occupation Requirements for the 1515 series as follows: A Bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics; AND, B. One year of specialized experience equivalent to the NH-03 or GS-13 grade level in the Federal service as listed below: Guiding and overseeing the use of advanced analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to generate information, recognize patterns, and predict outcomes and their respective probabilities. Providing expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. Developing mathematical, statistical, and other automated system models for identification, collection, storage, and analysis of data used to support assigned projects and studies. Providing analysis reports using statistics, graphs, images, and lists that communicate results to senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level. This Position has education requirements as specified in the "Qualifications" section. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
