The primary purpose of this position is to exercise third, second and first level supervisory and managerial authorities over infrastructure, facilities, operations engineering, heavy repair, service contracts as well as safety, training, and resource management to ensures optimal resource decisions are made and executed in a diverse operational environment.

Major duties

DUTY 1: Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short/long term priorities, and prepares schedules for completion of work. DUTY 2: Plans, organizes, and oversees the activities of the organization. The Chief, directs, controls, and implements the work of assigned engineers, data analysts, workforce managers, and craftsmen to operate, maintain, and repair facilities and infrastructure to support mission accomplishment across the installation and any geographically separated facilities. DUTY 3: Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from DOD and other federal agencies, and related civilian organizations regarding the operations and maintenance of the base's infrastructure systems and facilities. DUTY 4: Directs the development and execution of the organization's long range work plans and budgets in support of engineering/operations planning and execution. Oversees assigned activity and sub-activity management plans (AMPS and Sub-AMPs) and provides technical support to other flights in the oversight of related AMPs and Sub-AMPs including self-assessment of said activities. DUTY 5: Communicates and coordinates organization issues with higher headquarters, regulatory agencies, other installation units, community officials, etc. Directs the development of briefing packages and a variety of related reports.

Qualification

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions of the Facility Operations Services Series 1640, Group Coverage Qualification Standard for Administrative and Management Positions for this series in conjunction with the Individual Occupational Requirements described below. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Facility Operations Services Series 1640 Requirements SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in ensuring optimal resource decisions are made and executed in a diverse operational environment that involves operating and maintaining buildings, grounds, and other facilities such as pavements, airfield pavements, electrical, potable/non-potable water, wastewater, storm water, electrical distribution, utilities, mechanical, HVAC facilities, central steam and chilled water plant and supporting infrastructure. Exercises third, second and first level supervisory and management authorities over infrastructure, facilities, operations engineering, heavy repair, service contracts as well as safety, training, and resource management.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of broad operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment; practical knowledge of engineering principles, concepts, and practices that govern the management of facility and infrastructure operations and maintenance; improvement and modernization; repair and minor construction; and associated base support services for numerous complex and diverse systems and facilities. Knowledge of Civil Engineer goals, policies, and procedures and a practical knowledge of craft, trade, and labor occupations. Knowledge of environmental, safety, occupational health, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
