Major duties
Serves as Team Lead and project manager in the DLA HR Business Office, Administrative Support Team for a variety of specialized civilian and military personnel management and human resources initiatives and program areas. Serves as a change agent to enhance the quality, planning, program communications, and overall operational effectiveness of human resources programs and operations. Assists the DLA Human Resources Business Office Director in administering the organization’s mission and oversees all programs assigned to the Business Office Administration Team. Ensures appropriate officials within the organization are informed on matters affecting their mission and responds expertly to coordinate on policy initiatives and products, critical inquiries, and requests for information. Serves as project officer for a wide variety of special multi-discipline human resources technical or concept development task groups or matrix teams established to accomplish specific program objectives involving multiple HR functional areas. Serves as facilitator for special projects and actively participates in reviews and studies on behalf of the Business Office Director; develops and analyzes data for reports and presentations. As team lead, communicates to the team assignments, projects, problems to be solved, actionable events, milestones, deadlines, and timeframes for completion.
Qualification
QUALIFICATIONS: To qualify for a Lead Management Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Coordinating projects across multiple organizations or functional areas and aligning efforts towards successful project completion. - Evaluating initiatives and projects in human resources and assisting in their implementation. - Analyzing business practices to find new and streamlined avenues and approaches. - Gather, analyze, and organize data to produce reports and presentations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
