Major duties
Provides expert acquisition advice, guidance, and recommendations to functional and technical experts on information technology (IT) acquisition support program strategies. Conducts comprehensive management reviews, monitors program status, and provides information to assist management in the decision-making process. Coordinates and interprets DLA and DoD policies and procedures relating to the management and acquisition of hardware, software, supplies, and services required by DLA IT organizations. Plans, develops, and implements the policy and strategy for overall administration of the J6 information technology (IT) contracts. Reviews and evaluates and quality and propriety of the decisions made in J6 acquisitions to ensure that technical, financial, and economic risks are equitably distributed tween the contracting parties.
Qualification
To qualify for an IT Business Program Support Analyst your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS- 14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serve as the expert on information technology requirement acquisition strategies Identifying information technology contractual deficiencies and developing recommendations for alternative procurement options and demonstrating experience involving contract consolidations for hardware, software, and information technology services; Serve as a contracting officer representative (COR) on high-level, complex information technology contracts with overall responsibility for monitoring contractor performance for contract compliance, delivery schedules, payment provisions, data reporting and other contractual requirements. Possess exceptional analytical skills, demonstrated through the ability to analyze complex situations, identify key issues and cost saving opportunities, and develop data-driven solutions within the contract management and acquisition process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
