Job summary
You will serve as a Distinguished Scientist or Distinguished Engineer (D S/E) in the Software Engineering Department, Science and Technology Office of NAVAIRWARCENAC DIV. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Major duties
You will be recognized as an expert in the fields of AI, DL, ML, and CA. You will provide senior technical engineering leadership for acquisition and research, development, test and evaluation (RDTE) of AI and ML algorithms and Cyber controls to program offices and platforms. You will lead the development and implementation of innovative technical engineering solutions for complex air warfare capabilities to address gaps on manned and unmanned strike and assault air platforms. You will provide assessment and evaluation of new AI technology and techniques for adaption for Naval Software Enterprises. You will provide technical development leadership with a focus on the integration of emerging AI technologies into new and existing designs and applicable T/M/S of aircraft. You will provide overall technical and organizational leadership to assess the soundness of systems engineering approaches, objectives, progress, and risks to ensure technical requirements are achieved. You will provide senior technical advice and expertise to OPNAV, NAVAIR, PEOs, Navy Fleet Readiness Centers, DOD, ONR, OSD, industry and academia in the field of AI. You will establish and maintain senior level relationships with internal and external industry partners to assure optimal leveraging and collaboration of AI techniques and technology. You will provide expert advice and consultation to leadership while also being, responsible for day-to-day execution of AI mission technical workload, and of both junior and senior technical workforce performing acquisition and RDTE work efforts. You will provide expert judgment in leading and transitioning AI technology, products, and multi-disciplinary projects that provide a solid foundation for future advanced naval aviation warfighting capabilities.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For Professional Engineering Series (0854/0855): A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) For Computer Science Series (1550): A degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.
