About Defense Counterintelligence and Security Agency

Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

The purpose of the position is to serve as a Senior Intelligence Analyst within DCSA's Office of Counterintelligence. The incumbent will provide all-source analytic guidance, direction, and mentorship to analysts, and demonstrate sound quantitative and qualitative research methods, analytic tradecraft and standards, use of structured analytic techniques, and ensure coordination and collaboration with IC and LE counterparts.

Major duties

As a Senior Intelligence Analyst within the Office of Counterintelligence for DCSA this position will report directly to the Office of Counterintelligence's Division Chief for Analysis, interacting with analysts, Intelligence Community (IC) and Law Enforcement (LE) partners to provide threat assessments to USG customers and cleared industry partners. Provide all-source analytic guidance, direction, and mentorship to analysts, and demonstrate sound quantitative/qualitative research methods. As an INTELLIGENCE OPERATIONS SPECIALIST (SENIOR INTELLIGENCE ANALYST) you will be responsible for the following duties: Serve as a senior technical specialist in quantitative and qualitative intelligence analysis, research methodologies and structured analytic technique. Review and recommend substantive changes to draft finished intelligence products and briefs to determine of proper sourcing, logical argumentation, communication of analytic judgments, assumptions and sound interpretation of all-source raw threat data and information. Develop and oversee processes, procedures, policies and performance expectations that foster robust collaboration and effective work practices across the analytic mission to optimize performance. Advise the Chief for Analysis on effectively establishing an Analytic Tradecraft Cell, post-publication Quality Evaluation Program, and product Review Capability. Establish a robust, distributed, analytic field capability and support analytic elements in further meeting DoD customer needs and intelligence assessment product lines. Advise the Chief for Analysis on effectively developing a robust data analytics capability to complement its threat analysis mission by exploiting large volumes and varieties of data and information. Assemble collaborative teams to examine highly complex analytic and production efforts as well as review and assess draft finished intelligence products for technical accuracy in accordance with Intelligence Community Directives 203, 205, 206 and 208. Work with supervisors and analysts to correlate and convert information into understandable form for use in finished intelligence products as well as distribution in agency finished intelligence products and briefings. Review draft analytic products, make necessary suggestions, and participate in the full analytic process. The incumbent is responsible for making recommendations for analyst training and development as well as servers as a mentor and coach. Challenge analytic assumptions with alternative ideas and competing hypotheses as well as help increase the depth and quality of analyses. Teach ICD 203-compliant analytic tradecraft to DCSA staff.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Overseeing organization and functional interrelationships of the Intelligence Community (IC) to tap available resources for the development of new applications, techniques and methods; Applying IC Analytic Integrity Standards, including logical argumentation, relevance to customers, application of structured analytic techniques and application of IC methodologies for analytical products; Reviewing intelligence collection methodologies of foreign adversaries acquiring sensitive or classified information and technology, classified technologies and program data in cleared industry; Providing program/project management to establish & oversee the analytic production process for research and publication of finished intelligence products.
