You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the CNREURAFCENT of NAVAL SUPPORT FACILITY POLAND Redzikowo, Poland or Deveselu, Romania.

Major duties

You will be responsible for proper integration and oversight of all IP based AT/FP systems throughout the installation to ensure all DoD and Navy requirements for force protection are met from a technological standpoint. You will act as a consultant for all new IT systems being deployed in the installation and to ensure correct integration into the network security architecture. You will identify system and program capacities to support the operational staff which includes program managers, project managers, system administrators, developers, and programmers. You will participate in on-site surveys to determine status of security services provided by the Cybersecurity/IA architecture, including physical access controls, fall within prescribed standards. You will ensure that Cybersecurity/IA security is provided for and implemented throughout the lifecycle of an information system, form the design phase through the disposal phase.

Qualification

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: Ensures completeness of preparations of Information Assurance inspections, assessments, and assist visits. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: Evaluating new user access requests to determine the proper level of access to information technology systems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: Conducting Information Assurance training and briefings for system users. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: Identify and minimize risk associated with Information Management and IT system vulnerabilities. In addition to the experience demonstrating the four competencies above, you must have one year of specialized experience in the federal service or equivalent in the private or public sector: 1) Supporting the development of Information Assurance (IA) documentation for the certification and accreditation of IT systems; 2) Recommending and implementing information assurance and network security policy; 3) Ensuring that new and existing systems and applications meet all IA requirements; 4) Conducting risk and vulnerability assessments; and5) Providing organizational IA customer support by diagnosing system malfunctions and resolving reported problems. For Romania and Poland duty stations, this position is emergency-essential (E-E). It is considered essential to support Navy's mobilization and wartime mission. In the event of a crisis situation, the incumbent, must continue to perform the E-E duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises and to accompany deployed forces. this position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key", which required the incumbent to be exempt from military recall status. Failure to remain in this position or to deploy as directed can result in separation for the efficiency of the Federal Service (5 USC 752). Incumbent must meet and maintain requirements specified on the OF 178, Certificate of Medical Examination, for position at overseas/ deployed location and receive immunizations appropriate to those locations, and must execute DD Form 2365, DoD Civilian Employee Overseas Emergency Essential Position Agreement. This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) with primary work role of Information Systems Security Manager (722) proficiency level Intermediate and secondary work role of Cyber Policy and Strategy Planner (752) proficiency level Intermediate and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of 722 - Information Systems Security Manager and 752-Cyber Policy and Strategy Planner proficiency level Intermediary. Work Environment: The work is performed in a typical office setting with visits to various other buildings or offices to support projects. The work environment involves everyday risks or discomforts that require normal safety precautions. This position may require the employee to occasionally travel away from the normal duty station. The employee must be willing and able to travel on military or commercial aircraft. The employee may be required to work overtime. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/ or holidays.
