Major duties

INFORMATION: The position is located within NAF Human Resources Branch, Marine Corps Community Services (MCCS), Kaneohe Bay, Hawaii. The Human Resources Generalist reports to the Human Resources Supervisor Specialist. The Human Resources Generalist is responsible for technical support work such as staffing, employee relations, employee development, and administering employee benefits. The incumbent will be required to successfully complete a 12-month probationary period. MAJOR DUTIES: Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions. Works closely with departmental managers to understand skills and competencies required for openings. Responsible for managing the full life cycle of the talent acquisition process for assigned departments. Processes and maintains records necessary and paperwork required by the Office of Personnel Management (OPM) and internal MCCS policies and procedures. Provides information and assistance in administering the employee benefits program, i.e. Group Health, Dental & Life Insurance, 401(K) Savings Plan, Group Retirement Plan, Workers¿ Compensation, Family Medical Leave Act (FMLA), Paid Parental Leave (PPL), and Leave Donations. Processes and maintains records necessary to implement and track benefit related matters. Maintains a high degree of contact with employees and provides advice and assistance to employees regarding employee benefit problems and issues. Identifies, conducts research on and explains complicated and in-depth employee benefit related issues such as health benefits conversion, complicated annuity calculations, and information. Conducts orientation classes, briefings, and seminars. Reviews related rules, regulations, and internal instructions providing input for comment. Explains rules and regulations pertaining to assigned functions to employees. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Acknowledges customers, smiles, and makes eye contact. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs. may be required. Performs other related duties as assigned.

Qualification

A minimum of two years professional experience providing Human Resource services. Demonstrate progressive Human Resources experience that includes experience with high volume recruiting and benefits administration. Ability to interpret and apply rules, regulations, and policies applicable to recruiting and staffing. Experience with NAF human resources procedures and understanding/execution of MCO policy preferred. Ability to analyze, problem-solve, and make decisions to implement appropriate recruiting strategies to fill vacancies. Proficiency in operating a personal computer and software programs to include HRIS systems (preferably PeopleSoft) and Microsoft Word, Excel, and Outlook. Demonstrated ability to work in a fast-paced environment with the ability to manage multiple tasks and changing requirements while maintaining excellent customer service skills. Ability to effectively communicate both orally and in writing to convey a wide variety of information to diverse audiences. Experience influencing and interacting with senior management and developing rapport and a high degree of trust with all levels of staff and acting as representative of the recruiting function to those at the executive level. Ability to maintain a high degree of confidentiality and professionalism in handling and working with highly confidential personnel and compensation.
