Major duties
You will serve as Fire Chief for the Commander Fleet Actvities Chinhae (CFAC) and Regional Fire and Emergency Services Program Manager. You will be responsible for the administration and or command of all operations related to fire prevention, fire protection, firefighting, Hazmat response, rescue, and/or other related disasters. You will project sufficient funding (controls, mitigation planning, spend, phase planning, etc.) to maintain effective operations and meet assessed expanding needs and operational commitments. You will confers and advises the public works and local fire protection engineer(s) on all technical fire protection plans and specifications concerning new construction, additions or alterations. You will fulfill the roles as the departmental Training Officer, Health and Safety Officer, Fire Prevention Officer and interact with Department of Defense authorities, Fire Marshalls, Fire Protection Engineers and other high-ranking officials. You will use diversified techniques at the Incident Command level, including proper personal protective equipment, de-contamination, dike, dam, divert and retention to mitigate hazardous materials incidents. You will supervise and manage the Fire Prevention office in the design of the overall fire inspection program and directly or indirectly supervise and direct a workforce of active duty military, civil service, contractors and Host Nation employees. You will Supervises fire suppression in a multitude of structures and facilities such as warehouses, fuel, explosives storage areas and manage pre-fire planning and fire prevention inspections. You will exercise policy direction, administration, and technical supervision over all personnel in the department, with full accountability for the effectiveness of all systems and operations.
Qualification
Your resume must demostrate at least one year of Specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the full range of fire and emergency services program management functions including fire protection program implementation, strategic planning, development and budget execution for the purpose of protecting life and property from fire explosion, emergency medical emergencies, hazardous material incidents, and other related disasters. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional Conditions of Employment- ***This position requires the incumbent to possess the following certifications: DoD certifications Fire Officer IV, Fire Instructor II, Fire Inspector II, and HazMat Incident Command and must possess certificates ICS 100, 200, 300, 400, 700, and 800 (FEMA, State, or Navy), to meet the requirement. If you do not possess all of the above certifications and you have not attached copies of your certifications, you will be rated ineligible.*** · Work requires a valid state driver's license and successful completion of an Emergency Vehicle Operator Course. · Work requires an annual physical. · Work requires participation in a physical fitness program. · Work requires to wear a respirator or self-contained breathing apparatus. · Work requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. · Work requires to report for duty during Natural Disasters or other such emergency situations. · Incumbent will be required to work a 60-hour work week with eating and sleeping facilities provided in accordance with general firefighting practices. · Work schedule will consist of four 9-hour days and one 24- hour shift per week. · You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
Education
This job does not have an education qualification requirement. "This position is eligible for ad-hoc/situational telework at the discretion of management." Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
