Major duties

Interprets and analyzes statutory, regulatory, and administrative requirements to provide guidance to all DFAS systems with regard to portfolio management and investment guidance. Develops and/or reviews DBS and investment review policy, regulations, procedures, and requirements for DFAS systems which implement a broad range of financial requirements. Determines methods and resources to be used in conducting studies, investigations, and analysis of systems. Designs and conducts complicated system reviews and provides advisory services on various issues that require a broad scope of understanding. Serves as senior analyst ensuring compliance with DoD and DFAS policy and standards. Prepares presentations/briefings for senior leaders, managers, peers, and customers on best practices, process improvement initiatives, and implementation guidelines and procedures.

Qualification

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying financial management methods, practices, principles to implement process improvements for accounting and financial software and systems; reviewing and analyzing legislation and policy to apply to financial and accounting software and systems; serving on projects related to the development and modification of automated financial and accounting systems. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
