The primary purpose of this position is to provide N91 Emergency Response and Community Alliance Program management support, technical guidance and advice to the Fleet and Family Support Center staff, military personnel and their families in Navy Region Southwest. The Emergency Response and Community Alliance Program includes Navy Family Accountability and Assessment System (NFAAS), Navy Community Support Program (NCSP) program and the Repatriation Program.

Major duties

The incumbent is responsible for developing operational plans in compliance with current policy, training and program analysis for the delivery of the Emergency Response and Community Alliance Program throughout NRSW Fleet and Family Support Program (N91). These plans include exercises, responses and support for mass casualties, natural disasters and domestic terrorism. The incumbent serves as the Regional Case Manager for NFAAS, assigning cases to the respective installation for purposes of contacting those who have entered a need for assistance. This web-based system helps determine the location and safety of Navy family members following a natural or human- made disaster in providing assistance/ resources as required. As part of the NCSP, the incumbent is responsible for the roll-out of "Ready Navy" to commands and in communities where military families reside. "Ready Navy" is a communications campaign directed at all military personnel and their families to promote disaster readiness (be informed, make a plan and build a kit). The incumbent may assist in the planning and coordination of repatriation support, as required. Other duties; the incumbent assists the N91 Business Operations Coordinator in maintaining personnel and financial data spreadsheets. Additionally, the incumbent provides other administrative support for the Regional N91 staff as required.

Qualification

Knowledge and understanding of requirements and operations of DoD and DoN Repatriation Program, Navy Family Accountability and Assessment System (for military personnel and family members. Knowledge of Federal and agency regulations; knowledge of the specific organization's programs and missions, as well as knowledge of pertinent laws, regulations, and policies related to program/ operations area to consider their impact on programs. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs. Skill in applying analytical and evaluative methods and techniques in the development of new procedures and approaches to identify and resolve significant issues and problems of a unique nature. Ability to effectively communicate both orally and in writing with all levels of managers, staff and military personnel and their families. High degree of tact and diplomacy necessary to perform various liaison functions/ training and coordinate priorities and work with staff at all levels. Ability to formulate plan of action and milestones for accomplishments of tasks and perform a number of concurrent tasks, setting priorities and coordinating completion within required deadlines. Ability to adapt to changing working conditions and frequent interruptions involving frequent pressures of short deadlines. Ability to maintain constant awareness of barriers impeding mission accomplishment. Analyzes issues, identifies best course of action, determines potential impact on the organization and recommends corrective actions.
