You will serve as the Tomahawk Ship/Sub Environment Missile Simulation (SEMS) Technical Lead in the Simulation & Analysis Branch of the Strike Weapons Division in the Strategic & Computing Systems Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Major duties

You will provide technical leadership for the Ship/Sub Environment Missile Simulation (SEMS). You will specify new real-time simulations when tactical systems need physics-based simulations and coordinate the use of SEMS with Segment Test, System Integration Test, and Operational Test (OT) events. You will leading the SEMS team on all real-time simulation development for division tactical systems. You will mentor personnel within the organization and provide leadership at the project, division, and sponsor level relative to simulation development tasks and processes. You will provide technical specifications and cost/schedule estimates for proposed simulation tasks for existing and future division programs and direct upgrades of the SEMS as needed to deal with obsolescence requirements. You will provide technical expertise and project leadership across the strike community representing the sponsor interfacing with developing and supporting organizations to ensure sponsors plans, goals, and milestones are met. You will interact with the PMA-280 System Engineering and Test organizations to ensure that real-time simulations meet program needs. You will identify and implement process improvement initiatives that improve the quality of the Tomahawk software products developed by the division.

Qualification

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a General Physical Scientist (1301-series), an Data Scientist (1560-series), a Mathematician (1520-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Your resume must demonstrate at least one year of specialized experience at the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing physics-based simulations for aircraft, navigation, ship, and/or communications systems. Examples of qualifying experience may include: - Planning, leading, and executing engineering efforts that result in the successful definition and creation of physics-based modelling and simulation products. - Developing and testing real-time simulations for aircraft, navigation, ship, and/or communications systems. - Leading hardware or software architecture upgrades to ensure support for new capabilities. - Collaboration with technical product teams to provide cost, schedule, and performance metrics. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Professional Engineering Series (08XX) : Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.; OR 1301-General Physical Science Series: A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education; OR 1520-Mathematics Series: A degree in mathematics; or a combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education. The total coursework described above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite; OR 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus; OR 1560-Data Science Series: A degree in mathematics, statistics, computer science, data science or field directly related to the position.
