Major duties
As an Emergency Management Specialist you will be responsible for the following duties: Serves as an Emergency Management Specialist performing duties as an Operations Watch Officer in the DLA Chief of Staff, DLA Installation Management, Management Support Office, Task Force Support Office. Develops, evaluates, and ensures implementation of training and technical concepts, policies, and procedures for specialized logistics Continuity of Operations (COOP) support. Maintains domestic and global situational awareness of events 24/7 in order to identify emerging, ongoing, or escalation situations that may affect U.S. national interest. Provides common operation picture (COP) capabilities in coordination with overseeing initial events and conducting information management, including collecting information critical to supporting decisions and executing tasks. Monitors TFSO operations in order to identify, develop, and refine broad-based strategies to improve the overall effectiveness and efficiency of the plans, processes, and procedures.
Qualification
To qualify for an Emergency Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expertise in principles of strategic intelligence, counterintelligence, and signals intelligence, and their roles in integration in support of operations. Monitoring surveillance systems, closed circuit television, tactical radios, and communicating information, capabilities, and operational statuses. Proficient in Federal continuity programs, continuity of operations policy and plans, policy development and National Security/Emergency Preparedness principles. Analyzing, developing, planning, and the implementation of broad-based emergency contingency programs and interrelated issues based on dynamic goals and objectives. Applying decision making theory and application to include the use of quantitative techniques as well as the ability to apply judgment, intuition, creativity, and heuristic problem-solving processes to complex non-routine requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
