THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a DEPUTY SURFACE MAINTENANCE MANAGER, Position Description Number PDD1250000 and is part of the WY Surface Maintenance Manager, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
Major duties
This position is located in the Joint Forces Headquarters-Wyoming, Logistics Directorate (J-4/G-4),State Surface Maintenance Management Office. The primary purpose of this position is to serve as the Army National Guard (ARNG) Deputy Director of the Surface Maintenance program. As the deputy, serves as an alter ego to the ARNG Surface Maintenance Manager and fully shares in the direction of all phases of the organization's program which includes providing management direction, control, and accountability for ARNG surface maintenance programs and activities. These consist of, but are not limited to, Combined Support Maintenance Shop (CSMS), Unit Training Equipment Site (UTES), and Field Maintenance Shops (FMS). Work requires comprehensive managerial knowledge of the principles, concepts, and practices involving ARNG surface maintenance facilities, equipment, and services. (1) Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. (2) Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. (3) Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. (4) Provides technical and administrative advice to the Director of Logistics (DOL), commanders, and various staff officers regarding the surface maintenance programs, fiscal matters, organizational planning, and staffing for all levels of maintenance. (5) Plans and establishes maintenance policies, programs, and procedures to assure effective support of the Department of War (DoW) and training mission requirements. ** This is NOT an all-inclusive list of duties. **
Requirements
KEY REQUIREMENTS: Must submit IPPS-A STP with application. Must meet minimum/specialized experience req. for position and grade level. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a two-year trial and one-year supervisory probation period. Federal employment suitability is determined by a background investigation. Recruitment/Relocation Incentives ARE NOT authorized. PCS costs are not authorized. Must be willing to relocate at own expense if selected. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. CONDITIONS OF EMPLOYMENT: This is a Financial Management Level Certified position IAW the National Defense Authorization Act(NDAA) 2012, Public Law 112-81, subtitle F-financial management, Section 1599d. Incumbent shall comply with the requirements of this certification program. 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. MINIMUM REQUIREMENTS: Must possess experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. SUPERVISORY EXPERIENCE: Must possess experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position.
