About Defense Counterintelligence and Security Agency

Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

The Data Analyst, in the Analysis Division (AD), Counterintelligence and Insider Threat Directorate conducts all-source analysis responding to referrals on U.S. companies, with foreign ownership, control, or influence (FOCI), pursuing a facility clearance (FCL) or competing for DoD Contracts. AD identifies foreign entity threats as part of the vetting process for FCL or DoD contract award. Responsible for the accumulation, storage, management, access, and analysis of data.

Major duties

As a Data Analyst, you will be responsible for the following duties: Serve as technical advisor on data management and data analytics. Serve as subject matter specialist on data management and analysis software, providing assessment on best data management tools related to DCSA CI requirements. Conduct research, gather and store data, provide data visualization and modeling. Create useful presentations and interpretations of analytical outputs, independently synthesizing findings and turning them into actionable insights. Interpret results of data analysis into clear, actionable communications that equip decision makers to understand ongoing program status and make informed, data-driven decisions. Develop and implement policies and procedures for integrating the role of data analysis into finished intelligence products and to quantify and measure daily work metrics.

Qualification

This position has a Basic Requirement for the 1560: Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph 1 above, plus additional education or appropriate experience. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with data analysis to research, evaluate, formulate and promote the generation and exchange of new theories, concepts, principles, methods and practices to improve data management, storage, access, visualization and analysis to improve access to data for assessing foreign intelligence entity activities. Experience in applying theories, concepts, principles and methodologies of a data analysis sufficient to research, analyze, interpret, evaluate and carry out complex assignments. Experience integrating and transforming broad areas of new capabilities processes and techniques into the development and deployment of innovative systems/processes relating to application of data management and analysis. Specifically you will be evaluated on the following competencies: Data Engineering: Work in any development environment regardless of their programming language. Keep up to date on data science and applied statistics techniques. Maintain and improve existing codebases and peer review code changes. Knowledge of Data Streaming Principles, Data Modeling, and Data Visualization. Ability to collaborate with vendors, clients, and other analysts. Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Data Mining: Computing process of discovering patterns in a large data sets involving methods at the intersection of machine learning, statistics, and database systems. Data Visualization: In-depth experience with modern statistical analysis and data visualization tools such as Tableau, Qlik, SAS, SPSS, RStudio, etc. Qualitative/Quantitative Analysis: Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.
