Major duties

Reviews DLA Installation Management Susquehanna designed projects for constructability and suggest improvements which result in savings or improved efficiency. Approves contractor's construction schedules and quality control procedures. Observes and investigates construction at all stages to identify problems, such as unauthorized deviations from approved plans and specifications. Takes timely action to change designs or recommend changes to designer to solve problems such as unusual foundation conditions. Suggests and advises on the acceptability of alternative constructions methods. Monitors contract construction operations at one or more work sites possibly involving more than one contractor depending upon the size and scope of projects assigned). Documents contract compliance and keeps an organized record of communication with contractors

Qualification

To qualify for a Construction Control Inspector, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-10 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-10 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-08 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: Reviewing designed projects for constructability and suggesting improvements which result in savings or improved efficiency, inspecting contractor work, scheduling surveys, adjusting designs as needed, and broader project planning with independence in decision-making. GS-10: Reviewing designed projects for constructability and suggesting improvements which result in savings or improved efficiency, inspecting contractor work, scheduling surveys, adjusting designs as needed, and planning work to be done.. GS-09: Reviewing project plans and participating in planning projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate experience including: Reviewing designed projects for constructability and suggesting improvements which result in savings or improved efficiency, inspecting contractor work, and planning work to be done.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Highly-Qualified: This higher category will be used for those candidates who possess the type and quality of experience that exceed the minimum qualifications of the position, as determined by the job analysis. Qualified: This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position. Names of the candidates in the Best-Qualified category will be sent first to the hiring manager for employment consideration. Applicants in other categories will be referred in accordance with category rating procedures.
