Job summary

About the Position: Serves as Senior Construction Manager responsible for overall management, control, coordination, and execution of assigned projects. Post Differential of 10% of basic compensation is currently authorized and subject to change.

Major duties

Leads a team of contract specialists as well as technical PDTs in the execution of work in support of assigned projects. Oversees/coordinates the reviews and assesses disputes on formal claims. Coordinates the program planning, design, and implementation of competitive and non- competitive acquisitions through source selection processes for construction projects of varying scope and complexity, as required. Performs and advises others on the performance of actions for resolving change orders, claims, differing site conditions, contract delays, and value engineering change proposals and may include delivery orders as well. Coordinates the planning and scheduling of construction operations in concert with the construction agent.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes managing all aspects of construction contract execution to include any of the following: acquisition planning, request for proposal development, contractor proposal review and analysis, negotiations, cost and price analysis, contract administration, contract modifications, claims, differing site conditions, contract delays, value engineering proposals, and close-out for construction contracts. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
