The Missile Defense Agency (MDA), Department of Defense (DoD), is under the direction, authority and control of the Under Secretary of Defense for Research and Engineering. The mission of the MDA is to develop, test, deploy and sustain a layered Missile Defense System to defend the United States, it deployed forces, allies and friends from missile attacks in all phases of flight. The Missile Defense System is an enduring operationally effective and supportable defensive system of systems against Ballistic Missiles, Hypersonic Missiles, Cruise Missiles (Homeland) and Integrated Air and Missile Defense. The integrated Missile Defense System include; Sea, Land, Space and other cyber domains.

Major duties
The incumbent serves as the Comptroller and Chief Financial Officer(C/CFO) reporting directly to the Director, MDA and to the Director for Strategy, Plans and Resources (DZ). The C/CFO also serves as the Deputy Director for Strategy, Plans and Resources. The incumbent influences senior leaders in the Agency, Department, other Federal Agencies, industry, academia, Congress and foreign governments by maintaining strategic relationships, gaining trust, obtaining "power of the pen" authority, identifying and preemptively resolving critical issues on behalf of MDA and the Department. The incumbent is directly responsible for providing executive leadership and policy advice for the Agency's $11 billion annual budget, and oversees all program, budget, accounting and fiscal integration to include management accountability and financial controls. The incumbent also substantially influences an additional $5 billion specifically for Missile Defense Systems (MDS) and Science and Technology. The incumbent is responsible for recruiting, training, career development and retention of approximately 600 financial management specialists and contractors in four major locations. As Deputy, the incumbent also advises the Director on Planning, Programming, Budget, Budget and Execution (PPBE) efforts to acquire MDS and supports the development of capability-based acquisition and development goals and strategies. Serves as the Deputy DZ, an advisor to the DZ on all matters related to strategic resource planning for the entire spectrum of the MDA operational mission and financial requirements. Earned Value Management, cost estimating, manpower/allocations, human resources matters, and Legislative liaison. Provides the Director, MDA and the DZ recommendations regarding acquisition challenges that could negatively affect the Agency's capability to meet mission requirements. Serves as the C/CFO, the incumbent is delegated full authority and responsibility for developing, coordination, integrating and executing financial management policies, programs and processes for the effective utilization of $11 billion annually in support of MDA mission requirements. Serves as the Agency's key spokesperson regarding financial management matters with the Department, the Services, the Office of Management and Budget (OMB), General Accounting Office (GAO), other Executive agencies, and Congress. The C/CFO ensures MDA is compliant with the Chief Financial Officer Act of 1990 and all legislation pertaining to financial reporting. The incumbent is responsible for the development and implementation of strategic financial goals. Directs the agency's day-to-day financial management program to include budget formulation, presentation, justification, and execution; financial management policy development; publishing financial statements; funds control; establishment of the Financial Accounting Standards Advisory Board; oversight of financial management accounting systems; oversight of financial metrics; implementation of the Federal Financial Managers Integrity Act; and analysis of financial management and program management data. The C/CFO is delegated full authority and responsibility for the development, direction, and administration of the Agency's Financial Management programs and represents the DZ at organizational reviews to provide the Director, MDA updates on the status of the key issues regarding budget, planning, execution, and allocations. Provides oversight of MDA budget formulation, presentation, and justification requirements. Participates in the Agency's corporate decision-making process, identifies issues for consideration and provides authoritative recommendations to the Office of the Secretary of Defense (OSD), OMB, GAO, and Congress to come to resolution. Serves as the Agency's Chief Executive for Financial Improvement and Audit Readiness (FIAR). Oversees development of MDA budget estimates to include Research, Development, Test and Evaluation (RDT&E), Procurement, Operations and Maintenance (O&M), Military Construction (MILCON), the Defense Acquisition Workforce Development Fund and Rapid Research funds. Prepares the Director, MDA in the defense of the Agency's budget to Congress, OMB, USD(R&E), and the Services. Serves as the primary interfaces with the DoD Comptroller.
Qualification
EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs): There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. MANDATORY TECHNICAL QUALIFICATIONS (TQ): All applicants must be able to address accomplishments that would satisfy the technical qualifications in a structured interview assessment: TECHNICAL QUALIFICATIONS (TQs): 1. Demonstrated experience managing, organizing and leading a high perfom1ing workforce across geographically dispersed locations involving multiple business disciplines to include financial management or acquisition programs. 2. Expert in financial and acquisition management. Must possess extensive knowledge in planning, negotiation, execution, and administration of financial management and acquisition programs for a variety of complex and technical requirements in support of Ballistic Missile Defense Systems or an equivalent large-scale missile defense system. Extensive experience in program formulation, defense and execution to include all phases of the Planning, Programming, Budgeting and Execution cycle. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate the ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume.
