Major duties

You will serve as either a Financial Management Analyst (0501 series) or an Accountant (0510 series) in the Comptroller Department of the Naval Surface Warfare Center Indian Head Division. As a Financial Management Analyst you will perform complex financial functions to prepare, analyze, interpret and present financial data. As a Financial Management Analyst you will provide authoritative advice and solutions to complex financial issues. As a Financial Management Analyst you will use financial information to identify financial inconsistencies, present findings and implement solutions to resolve problems. As a Financial Management Analyst you will operate and maintain financial information in the Navy Enterprise Resource Planning (ERP) System at a Working Capital Fund field activity. As a Financial Management Analyst you will train junior level team members in funds management, budget operations, billing processes, financial statements, assets, financial processes, financial transactions, and payroll/travel/audit related issues. As an Accountant you will perform complex accounting functions to include preparing, analyzing, interpreting and presenting accounting data. As an Accountant you will operate, maintain and modify accounting systems, and provide authoritative advice and solutions to complex managerial issues. As an Accountant you will use accounting information to identify financial and management problems. As an Accountant you will operate and maintain accounting information in the Navy Enterprise Resource Planning (ERP) System at a Working Capital Fund field activity. As an Accountant you will serve as a point of contact for financial accounting, financial statements, asset accounting, accounts payable, accounts receivable, and payroll/travel/audit related issues.

Qualification

TO QUALIFY AS A FINANCIAL MANAGEMENT ANALYST (0501 SERIES): TO QUALIFY FOR NT-0501-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying commonly used budget and/or financial principles to research, analyze, or reconcile an organization's financial data. TO QUALIFY FOR NT-0501-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic financial management principles to check the accuracy and consistency of a variety of financial transactions or entries. TO QUALIFY FOR NT-0501-02: Your resume must demonstrate at least three years of progressively responsible general experience, one year of which was equivalent to at least GS-4, that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. TO QUALIFY AS AN ACCOUNTANT (0510 SERIES): TO QUALIFY FOR NT-0510-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying accounting principles to resolve moderately complex financial accounting problems. TO QUALIFY FOR NT-0510-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying basic accounting principles to find, review, or change accounting data in transaction files, ledgers, accounts, summary reports, or financial statements. TO QUALIFY FOR NT-0510-02: Your resume must demonstrate that you meet the basic education requirement for the 0510 series as specified in the Education section of this flyer. Education

TO QUALIFY AS A FINANCIAL MANAGEMENT ANALYST (0501 SERIES): TO QUALIFY FOR NT-0501-04: Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-0501-03: Education may be substituted for specialized experience as follows: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-0501-02: Education may be substituted for general experience as follows: Successful completion of a full four-year course of study leading to a bachelor's degree; OR A combination of experience and education as described above that equates to one year of experience. TO QUALIFY AS AN ACCOUNTANT (0510 SERIES): TO QUALIFY FOR NT-0510-02/03/04: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A bachelor's degree in accounting; or a bachelor's degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements. TO QUALIFY FOR NT-0510-04: Education may be substituted for specialized experience as follows: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR A combination of experience and graduate education as described above that equates to one year of experience.
