Job summary

You will serve as an Administrative/Technical Specialist in the Policy & Self Assessment Branch; Acquisition Oversight & Support Division; in the Contracts Department of NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $156,755). Major duties

You will serve as a dedicated member of the Peer Review Board (PRB) team and participate in NSWCDD PRB's for all documents requiring PRB review, and will perform reviews of acquisition packages for compliance with statue, regulation, and policy. You will ensure contract documents meet content, quality, and are in compliance with law, regulations, and NAVSEA/NSWCDD Policies. You will gather and analyze data to respond to various data calls and tasking from NSWCDD and NAVSEA, such as the Service Requirements Review Board (SRRB) and the Management Internal Control Program (MIC). You will support the development, review and updates to policy documents. You will use regulations, policies, guidance and legal resources to ensure support and documentation is accurately developed in support of the Policy Dept. and Contracts Dept. mission. You will be responsible for performing final close-out of assigned contracts, assuring delivery, inspection/acceptance of end items and/or services, all administrative and reporting actions have been resolved, before recommending final close-out. You will work closely with comptroller staff and be responsible for de-obligation of excess funds of assigned contracts. You will establish and/or coordinate training for the Contracts Department based upon the needs identified from PRB reviews, file reviews, and MT direction. You will assist in the preparation for new and/or recurring internal and external assessments and inspections, such as Procurement Surveillance Program (PSP) Review and Inspector General Audits. You will, as needed, support the Contract File Review Team in conducting file reviews, to ensure compliance with contracting law, regulation, and policy.

Qualification

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist performing contracting functions such as soliciting, evaluating, negotiating, awarding, administering or closing out contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's proposals and capabilities; developing, recommending or determining an acquisition strategy; conducting contract negotiations (terms, conditions, or prices); awarding and administering contracts; analyzing contract cost and pricing to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition; ensuring contracts comply with applicable laws, regulations and/or policies. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
