This position will be physically located in Israel in support of the AFCAPV Program
Under the supervision of the Plumber Supervisor, the Plumber Lead oversees construction, maintenance involving plumbing equipment and related devices on construction projects for the PWD Projects Team. Conducts Field Surveys (FS) and Initial Assessments (IA’s) for potential construction projects. This task includes but is not limited to the calculation of Bill of Materials (BOM), Work Breakdown Structure (WBS), Labor Hours, Project Technical Approaches, Field /Technical Drawings, Project Assumptions and Job Safety Analysis (JSA). Ensures personnel exhibit superior workmanship and focus on delivering a quality product. Follows UFC’s and Department’s Standard Operating Procedures (SOPs) to ensure all tasks are accomplished safely, with a focus upon quality and plumbing code compliance. Will have direct oversight of Plumbers. Verifies actual hours worked by personnel to reduce manpower expenditure. Provides Leadership and mentors junior personnel to develop appropriate skillsets. Addresses Customer concerns in a prompt, professional and courteous manner.

- Provides leadership, guidance, and technical assistance to Plumbers in the performance of day-to-day activities.
- Prioritize, assign and schedule work for the Projects Plumbing team.
- Passes instructions received from Trade Shop Supervisor and starts work by assigning immediate tasks.
- Checks work in-progress to verify work sequence, procedures, methods, and deadlines have been met.
- Trains workers in construction methods, operation of equipment, safety procedures, and company policies.
- Monitors information to detect or assess problems.
- Records and reports all faults, deficiencies, as well as the time and materials expended.
- Provides guidance and direction to subordinates as required.
- Performs other duties as assigned by Management. Must be able to multi-task in several different job duties/roles up to escorting of personnel.
Qualifications
- Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
- Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
- A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
- Experience:
- Approximately five (5) years combined experience in plumbing trade.
- Must have an excellent understanding of all safety directives and polices regarding the operation of equipment.
- Skills:
- Analytical skills to be able to solve work-related problems.
- Manual dexterity for installing equipment, machines, wiring, or programs to meet specifications.
- Proficient English oral communications skills.
- Collaborative work style, fostering cooperation, and teamwork.
- Exercise discretion and good sound judgment.
- Basic computer skills.
- Supervisory Responsibilities:
- Will have direct oversight of Plumbers.
- Working Conditions:
- Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
- Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
- Includes some industrial production environment conditions as well.
- Physical Requirements:
- Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
- Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
- Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
- Must comply with all Fire and Safety Regulations and post policies.
