Major duties

Serves as Senior Systems Manager. Serves as the Senior Law Enforcement Information Technology Systems Capability Manager. Provides technical guidance and instruction to users and other IT specialists. Serves as a senior technical advisor to management.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent in other pay systems. Examples of specialized experience includes: utilizing a wide range of IT principles, methods, policies, systems concepts/analysis, development, testing, and applications, for both hardware and software to develop/assess IT requirements and convince management toward a specific course of action; preparing IT policies/plans and providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; providing recommendations on the development of new software and hardware versus purchase of off-the-shelf products in support of Defense Forensic Material Exchange (consists of biometric collections platforms, evidence and crime scene management systems and applications); and reviewing/coordinating contractor-related requests and serving as a consultant on law enforcement specialized projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles. Detailed technical knowledge of operational and performance characteristics of law enforcement specialized IT systems, such as biometric collections platforms, evidence, crime scene management and computerized audio and video recording systems and applications; to include security principles, methods of implementation, and systems management. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods; Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements. Ability to maintain an up-to-date awareness of technological advances, to enhance or upgrade existing capabilities, and predict how management can meet future requirements. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service; Ability to develop and conduct training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
