Major duties

As a CONTRACT SPECIALIST at the NH-1102-2/3 some of your typical work assignments may include: Plans the overall approach to meet contracting program objectives. Researches, interprets, analyzes, and applies regulations, business and industry practices, market trends, Government Accountability Office and Comptroller General decisions, public law, case law, and precedents. Executes post-award contract performance management actions, evaluates contractor performance for compliance with terms and conditions of contracts, and ensures timely submission of technical progress reports and performance metrics. Serves as business advisor to a wide range of customers; represents the interest of USTRANSCOM in meetings and various contacts outside the agency.

Qualification

This vacancy announcement is for a Contract Specialist, NH-1102-02 (GS-5 through GS-11 equivalent) with a target grade NH-03 (GS-12 and GS-13 equivalent). Applicants may apply for either NH-02 or NH-03, or both NH-02 and NH-03 based on the qualifications listed below. READ THE FOLLOWING QUALIFICATIONS CAREFULLY FOR EACH LEVEL. ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the NH 02 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-1/GS-04 grade level in the Federal service as listed below: Procuring a wide variety products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications; performing price/cost analysis; monitoring contractor's performance; or performing work associated with termination of contracts; OR B. You may substitute education for specialize experience at the NH-II level. Substitution of education for experience requires you to possess 3 full years of progressively higher-level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related to the position being filled; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the NH-03 if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH - 02 (GS-11) grade level in the Federal service, military or private sector as listed below: Providing business advice to customers. Performing all pre-award/post-award functions. Using a wide range of contracting methods and types to procure a variety of commodities, services and/or construction. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below: A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees (you must submit a copy of your transcripts showing your name, the name of the school, the degree awarded, the date it was awarded/conferred, and the lists of classes and credits earned); OR a current DoD civilian employee, in any occupational series, who occupied a similar occupational specialty to the 1102 series while serving in the military on or before September 30, 2000, OR a current DoD civilian employee, who occupied 1102 series positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000. *NOTE: Failure to provide transcripts showing the required information listed above will result in you being rated ineligible for this position.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
