NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Supervisory Recreation Specialist (Scuba Program) BUSINESS TITLE: Tsunami Scuba Program Manager FLSA: Exempt JOB SERIES: 0188 PAY LEVEL: NF-04 DUTIES AND RESPONSIBILITIES: The incumbent manages the overall SCUBA program including maintenance/repair for four camps and one static station. Maintains a balance between the level of programming and available resources of staff, facilities, supplies, retail sales, and equipment. Trains employees concerning SCUBA program methods. Directly supervises office staff including a SCUBA Instruction/Training Section, a Maintenance/ Repair Section to include Hydrostatic testing, air compressor program and a Nitrox Fill station. This position reports to MCCS Director, Retail Operations, Business and Support. Under operational planning, assists in development and promulgation of guiding policies and procedures necessary to carry out a successful overall SCUBA program. The focal point for the Marine Corps recreational dive safety program represents MCCS during command and/or inter-service safety council meetings as needed. Pro-active in stimulating customer participation by effective promotions through marketing by utilizing all available media sources. Analyzes patron interests and industry SCUBA recreational trends and develops programs to meet those interests/trends. Oversees routine retail and operational procedures and directly coordinate SCUBA matters with SCUBA Center Managers. Such areas include but are not limited to facilities, instruction, class registration, transportation needed for dive groups and classes, rental gear T. O's. and issue, rental fees, retail sales, inventory, budget preparation, collection and control of fees and charges, etc. Advises of any problems or developments that are or may affect the operation of the program. Oversees all aspects of equipment repairs, hydrostatic operations, quality control and upgrades of rental equipment, and other maintenance planning, coordination, and operations as necessary. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return To Work" program initiatives and following up on employee wellbeing.

BASIC REQUIREMENTS: Bachelor's degree in general recreation, or a related field of recreation, such as community recreation, outdoor recreation, or aquatics AND three years of experience that demonstrates possession of knowledge, skills, and abilities related to effectively manage a program., OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge of safety concepts, regulations, and procedures pertaining to SCUBA, such as training, dive safety, dive facility operations, and dive facility maintenance. QUALIFCATION REQUIREMENTS: PADI Course Director Certification desired and be in good standings. Demonstrated experience in planning, developing, and conducting a profitable SCUBA retail and rental program., Must be able to implement procedures, sales techniques, discounting and promotional ideas to maximize profitability and effectively meet customer needs Ability to communicate effectively, orally and in writing Working knowledge of Microsoft Office. Ability to prepare budgets and understanding profit and loss statements are highly desirable. Must be able to obtain and maintain a National Agency Check with Inquiries and State Criminal History Repository Check (Tier 1) with Childcare background checks which are required for positions that involve working with children under the age of 18.
