About the Position: Serves as Division Chief for either the Geospatial Research Laboratory (GRL) located in Alexandria, VA or Cold Region Research Laboratory (CRREL) located in Hanover, NH. This position is being filled as a Supervisory Interdisciplinary DB-05 (GS-15), which may be filled under any of the listed Job Family series. This is a Direct Hire Authority (DHA) solicitation to recruit and appointment qualified candidates to positions in the competitive service.
Major duties
Serves as the Division Chief under the Laboratory Director for either the Geospatial Research Laboratory (GRL) or Cold Region Research Laboratory (CRREL). Manages research, development, and investigation activities in support of Federal and Non-Federal agencies. Directs research and development programs in core competencies for mission areas related to the specific lab. Ensures technical quality of research performed is delivered on schedule and within budget constraints. Approves multi-year and longer-range work plans developed by the subordinate supervisors and manages the overall work for achievement of the goals and objectives. Serves as final authority for the full range of personnel and organizational proposals recommended by subordinate supervisors within the Division.

Basic Requirement: To qualify for this position, you must meet the Basic Requirement for each job series in addition to required experience. Engineer, 0801, 0830, 0850 series: all-professional-engineering-positions-0800.pdf (opm.gov) Geographer, 0150 series: Geography Series 0150 (opm.gov) Physical Scientist, 1301 series: General Physical Science Series, 1301 (opm.gov) Physicist, 1310 series: Physics Series 1310 (opm.gov) Mathematician, 1520 series: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/mathematics-series-1520/ Computer Scientist, 1550 series: Computer Science Series 1550 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the below experience: Specialized Experience: To qualify for DB-05 (GS-15) grade level or equivalency, you must have one year of specialized experience equivalent to at least the DB-04 (GS-14) level in Federal service which includes: 1) Executing research programs that deliver on mission to research, develop, and deliver geospatial solutions; 2) Building and managing a workforce based on organizational needs, goals, and budget considerations; 3) Leading an occupationally diverse workforce through various phases of the research and development process; and 4) Presenting comprehensive reports covering financial and technical points of view from initial to final stages of project execution. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-05 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. If you are a Lab Demo employee submitting your resume for the first time, or if you have previously submitted your resume without your most recent score, you must submit your resume now with the following statement to be included in the section on your training: Current Performance Rating 2.5.
