Job summary

You will serve as a PROGRAM ANALYST in the AVIATION ASSESSMENT & POLICY DIVISION of MILITARY SEALIFT COMMAND.

Major duties

You will administer the certification and qualification program for all air-capable ships. You will train flight deck crew on all flight procedures. You will maintain records of all aviation certifications and evaluations. You will prepare naval messages scheduling aviation inspections and evolutions. You will act as the Aviation SME for SMART (Ship’s Material and Readiness Inspection) inspections which are overseen by INSURV (Bureau of Inspection and Survey). You will conduct Aviation Assistance Visits (AAV) to ensure certification standards will be met prior to completion of overhauls, restricted availabilities, new construction, or system repairs. You will provide curriculum management for MSC aviation firefighting school, for afloat units, and for the Afloat Training Team (ATT). You will coordinate Surface Rescue Swimmer and Tactical Air and Navigation (TACAD) waivers for MSC Air capable ships. You will attend conferences, meetings and symposiums relevant to shipboard aviation operation and maintenance, representing COMSC as aviation type commander.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience handling JP-5 from storage tanks to service tanks, maintaining aviation fuel systems, repairing aviation fuel systems, and inspecting aviation fuel systems. Experience conducting fleet training and inspections including CNAF Aircraft Handling System, Fuels Certification Teams, and Afloat Training Group. Experience managing a quality fuel surveillance program, fuel laboratory testing methods, and testing equipment utilizing the published procedures. Experience administering the certification and qualification programs for aviation facilities and systems related to ship aviation operations; planning and providing technical assistance to meet required certifications. Experience utilizing qualitative and quantitative methods to assess and evaluate aviation training for junior personnel. Experience applying operating characteristics, installation procedures, and interface equipment standards for Air Capable Ships (ACS) in compliance with NAVSEA, NAVAIR, and Board of Inspection and Survey requirements.
