Job summary
About the Position: Oversees large-scale military construction projects, ensuring compliance with contracts, specifications, and safety standards. Responsibilities include quality assurance, contract administration, safety enforcement, and coordination with contractors and stakeholders. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Government-wide Direct Hire Authority to recruit and appoint qualified candidates to positions in the competitive service.
Major duties
Inspects and ensures construction meets plans, specifications, and contract terms, overseeing contractor quality control systems. Coordinates with contractors on plans, specifications, and payment estimates. Interpret plans, resolves discrepancies, and authorizes necessary quality control changes. Review safety plans, conduct inspections, and recommend work stoppage for violations. Liaise with contractors, architects, and agencies to ensure project clarity and progress. Identify, report, and follow up on construction deficiencies and ensure timely corrections.
Qualification
Who May Apply: US Citizens: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes: Assisting in the inspection of construction projects, ensuring compliance with plans, specifications, and quality control standards under the supervision of senior staff; Assisting in the coordination and interpretation of construction plans and specifications with contractors, and supporting changes to project schedules, shop drawings, and progress reports; Supporting safety inspections on construction sites, ensuring adherence to basic safety standards and contributing to recommendations for corrective actions AND; Providing input on project progress to senior engineers or inspectors and helping prepare reports on completed work interrelated problems and issues. This definition of specialized experience is typical of work performed at the next lower grade/level positions in the federal service (GS-9). Specialized Experience GS-12: One year of specialized experience which includes: Conducting inspections of large, complex construction projects, ensuring compliance with detailed plans, specifications, and quality assurance standards; Conferring with contractors, Architect Engineers (A/E), and other stakeholders to provide authoritative interpretation of project plans and specifications, and resolving issues related to project execution and quality control; Leading safety meetings and ensuring comprehensive monitoring of contractor safety practices, including toolbox meetings and the submission of safety reports AND; Providing regular input to senior leadership on project progress, deficiencies, and corrective actions, and participating in pre-final and final inspections to ensure project completion in accordance with contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level positions in the federal service (GS-11).
