Job summary

You will serve as a PROGRAM ANALYST in the Directorate Maritime Operations (N04), Force Assessment & Cert (N04A), Surface Policy & Cert (N04A1), and Military Sealift CMD, Norfolk, VA of MILITARY SEALIFT COMMAND.

Major duties

You will collect, evaluate, and disseminate operational and readiness information. You will establish policies and programs for optimizing surface, and navigation training and standardizing the certification and assessment process in support of the Military Sealift Command (MSC) fleet. You will manage all MSC equities involving surface, and navigation training, certification, and assessments in determining requirements, readiness, and future operational planning and scheduling. You will monitor the navigational readiness of MSC ships and making recommendations to MSC Program Managers to ensure that the ships capabilities are current with evolving mission requirements and technologies. You will oversee the implementation of approved policies, plans, and procedures on MSC ships.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing new procedures and approaches to identify and resolve significant issues and problems sufficient to review and analyze training reports and operational readiness reports and determining areas requiring improvement or additional training and the impact of deficiencies on operational readiness. Experience developing policies, plans, and procedures to improve the navigational readiness of MSC ships and tracking and updating funding estimates and submission for out year planning while monitoring the total program costs. Experience implementing qualitative and quantitative techniques for measuring effectiveness, efficiency and productive outcomes to the programs sufficient to arrange and conduct navigation assessments. Experience implementing operational and administrative relationships with Fleet Commanders, mission sponsors, maritime administration, U.S. Coast Guard (USCG), and the American Bureau of Shipping sufficient to maintain a liaison with the USCG and DoD agencies, Military Sealift Command (MSC) program managers, and the command on matters pertaining to navigation. Experience utilizing various types of Naval messages and differentiating between CASREP's sufficient to initiate messages, letters, point papers, and other written correspondences on matters dealing with navigation, drills, and regulatory requirements.
