Major duties
The primary purpose of this position is: To serve as a Mission Assurance (MA) Operations Specialist assessing risk to the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) critical mission capabilities utilizing the Department of Defense (DOD) MA Construct and its associated protection programs and activities. Serves as a MA Operations Specialist performing reviews and coordinating the integration of NORAD & USNORTHCOM plans, policies, and exercises with all DOD entities within the AOR. Provides Subject Matter Expertise (SME) in a wide variety of DOD and Combatant Command (CCMD) level MA plans and policies addressing risk management of DCI required by Presidential Executive Orders, DOD, and Unified Command MA program guidance. Serves as a command operational SME on MA risk management and related protection activities supporting the MA Branch, Protection, and MA Division, NCJ34. Serves as a MA Watch stander on the deployable mobile command center providing 24/7 support in assessing and managing risk to NORAD & USNORTHCOM and DOD critical missions. The MA Operations Specialist conducts and refines Residual Capabilities Analysis (RECA) in coordination with battle staff and provides MA planner support to the Future Operations Cell (FOC) and NORAD & USNORTHCOM Joint Operation Center (JOC). Serves as the SME for MA risk management functions and principles as they apply to MA and DCI assessment.
Qualification
Conditions of Employment (Cont.) This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. The physical/medical assessment is not a pre-employment requirement. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: One year of specialized experience which includes one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Mastery of a wide range of DCI and civilian infrastructure disciplines, concepts, principles, practices, programs and requirements as well as broad knowledge of DOD MA protection programs, activities, and planning. SME knowledge and understanding of military strategic, operational, and tactical concepts, principles, and processes in all dimensions of MA to provide senior leadership with advisory services and recommendations. Requisite knowledge of current military law, Joint doctrine, Joint plans, policies, and practice, as well as understanding of US government treaties, agreements, multi-lateral and bi-lateral international agreements, U.S. security requirements and arrangements, and other pertinent laws, doctrine, policies, and procedures. The position requires the incumbent to perform at a combatant command level in support of DOD Homeland Defense (HD), and Defense Support to Civil Authorities (DSCA) operations and planning. Thorough knowledge of interagency organizations such as DHS CISA, the National Infrastructure Coordination Center (NICC), and the Federal Emergency Management Agency (FEMA) to perform reviews and coordinate the integration of NORAD & USNORTHCOM plans, policies, and exercises. Knowledge and background to provide advice and recommendations to the Joint Staff, Services, DOD Agencies and Component Commands on MA risk management and DCI and supporting CI protection in support of HD and DSCA. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in facilitating processes and procedures for dealing with a wide-range of emergency situations impacting DCI and supporting CI that conceivably retain strategic and national level significance. Knowledge of the roles and organization of the Services and combatant, unified, and multi-national commands, and involved federal, state and local agencies as they apply to risk management of impacting DCI and supporting CI. Knowledge of military law and doctrine, Joint policies and procedures, DOD, Services and Joint organizational structures, national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as those embedded within the DHS. Ability to analyze information, reach appropriate conclusions, and effectively resolves problems in DCI and supporting CI area. Skilled in articulating MA and related protection programs and activities, procedures, and policies clearly and concisely in written and oral formats. Ability to identify customer needs, tailor plans and strategies, and implement actions within established policy. Skilled in the application of methods and techniques to analyze and evaluate the effects of changes in MA related plans and funding. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
